Book Menu is not outputted if parent item is not published

Problem/Motivation

As a content author I am assembling my book, I have a series of books and I want to see it's place in the hierachy but the books are still unpublished.

I cannot see the hierachy unless the books are published.

Steps to reproduce

Proposed resolution

Update the access check to check to see if the current user can view the book menu items rather than whether the book is published.

Remaining tasks

1. Implement similar access checking as MenuTree or reuse this.

No I would like it to be access driven rather than publish status similar to how MenuTree works
