Update local task titles to match Drupal CMS changes

Problem/Motivation

Drupal CMS changed Project Browser local tasks titles in ✨ Modify Project Browser source titles Active . Now, users of Drupal CMS will have a different UI (titles) when compared with users of Drupal core + Project Browser. I think we should update the titles in Project Browser, to match changes made by Drupal CMS, so that it will not create confusion between Drupal users (see the discussion in the referenced Drupal CMS issue).

Change titles of local tasks:

Browse -> Browse modules
Recipes -> Recommended (or possibly Add-ons, which is another term Drupal CMS introduced in Dashboard, see πŸ› "add-ons" vs. "recipes" Active )

    The Recipes tab currently is recipes available in the local code base. I think it's completely fine to have this title be customised, in fact, it probably makes sense to make it configurable. In a vanilla Drupal install, this is the core recipes. I don't think that 'Recommended' makes as much sense, since that's basically just the pieces of the standard install.

    The other tab was just renamed 'Contrib modules' (in alpha8) which we've changed to 'Browse modules'. I feel pretty strongly about not using the term contrib modules, since it's an abbreviation of a Drupalism.

    I think we all agree this whole section needs a rethink (in progress by the UX folks) so this is far from perfect but just thinking about what would make the most sense in the current context for a new-ish Drupal user who arrives here.
