Permission to 'access ai prompt' should allow to visit /admin/config/ai/explorers

Currently, the route 'ai_api_explorer.list_page' pointing to /admin/config/ai/explorers is allowed for permission 'administer ai'.
There's no critical admin information on this page, but the overview is helpfull for those allowed to use the API Explorer!

This should be relaxed to 'access ai prompt'.
