The rating element options need non-text color contrast

Problem/Motivation

The rating options (stars) fill color in the SVG don't have enough contrast against the current background.

Steps to reproduce

  1. Build a webform with rating element.
  2. Use a color contrast checker with the SVG color and background color. The results will likely return a low contrast result.

Proposed resolution

Improve contrast by choosing a darker fill color in the SVG.

See attached branch for changes.
