Add Block to top of report

Problem/Motivation

We need a block to display at the top of the report showing the following states from the State API

• alt_text_validation.audit_status
• alt_text_validation.audit_end_time

At some point in the future this block will also carry the button for rebuilding the audit, but that is covered by ✨ Add button to rebuild audit table using batch API Active
