Remove larowlan from coding standards committee

I have removed larowlan from the list of members on the project page. I removed maintainer privileges but maybe that should be delete?

I am going to close this. I think I have covered all the necessary steps. And, for now, that is documented in internal Coding Standard Committee files.

Re-open if there is more to do or you think I should not have closed this.
