Implement DependentWithRemovalPluginInterface ::onDependencyRemoval method on views plugin.

Problem/Motivation

When uninstalling the better exposed filters module, the view configuration retains a dependency on better_exposed_filters, and this should not be the case.

As of Drupal 8.4, views plugins can now let views know about a plugin being uninstalled.
