ValidAutoPurgePeriodConstraint always runs

Problem/Motivation

It seems like ValidAutoPurgePeriodConstraint gets run even when Enable auto-purge is disabled.

Steps to reproduce

Save the settings form with Enable auto-purge disabled and the Auto-purge after is empty. You should get a message

1 error has been found: Auto-purge after entities have been in the trash bin for longer than this time
