Remove the phpcs.xml.dist file and temporary disable PHPUnit tests

GitLab CI uses the PHP_CodeSniffer rules used by Drupal core. There is no need to use a phpcs.xml.dist file, now that GitLab CI is enabled for every project.

Since PHPUnit tests are failing as described in 📌 Add the missing @group annotation to test classes Active , I would disable them until that issue has been fixed.
