Often times when moving a webform between environments, we need to re-assign the product associated with a commerce-webform-order handler.
However, if the product doesn't exist in the target environment, commerce_webform_order chokes and there's no way to use the UI to edit settings, nor any useful error messages in logs.
Instead, commerce_webform_order should not assume that its settings are valid for the current environment, since they're based on content which cannot be included in config dependencies.
