Error tooltip does not display when users is not on the tab that contains the error

Problem/Motivation

When you do not fill in a field that is required, then move to another horizontal tab, then hit save, the error tooltip or any error for that matter does not display for the field that is required. The only way to see that there is an error is if you navigate back to the tab that contains the required field and then hit enter you will see the tooltip over the field in question.

Steps to reproduce

Navigate to a field that is required and make sure that that field does not contain any content.
Navigate away from the tab that contains that field
Click save

Proposed resolution

Consider using an alternative method of error notification other than field tooltip errors. Consider displaying errors in the messages section/status messages area. That should display the error regardless of where you are within the admin area of a page.

Are you using the field_group module? If so we might want to move this to the module so they can look into fixing this.

Machine name: field_group
Version: 8.x-3.4

Should we not display error or notice messages to the user when a required field is not completed? This should improve the UX in Gin because users will see a message if a required field is not filled in.
