Use attributes for LowercaseFilter plugin

LowercaseFilter plugin should be converted to use new PHP attributes instead of annotations.

IMPORTANT: the issue is added for the 'Global Contribution Weekend' on 25.01.2025. Please, don't work on it till that date.
