Create a page with all validation plugins

It should be possible to view in UI all validation plugins.

Requirements:
1. Create a new permission - 'view fapi validation plugins'
2. Create a new route with a controller callback and the permission from above as requirements.
The path for the route should be - /admin/config/system/fapi/validations
The controller should display the table with all plugins. It should contain four columns: id, label, description, provider (module name).
3. Add a menu link for the new route.
