Add a link to manage privacy settings in the consent widget

Problem/Motivation

By default you have to provide consent for each interaction until you update your privacy settings. But as it is now, there's no obvious connection between the allow option and the link in the footer. (And the privacy link isn't even available on admin pages.)

This leads to a somewhat frustrating experience in some cases, especially for example with the AI module, because you have to grant consent on each page load basically, and can't update your settings from within the admin theme. I understand why the consent is requested, but i think it needs to be easier for users to grant it permanently.

Steps to reproduce

  1. Install Drupal CMS
  2. Set up the AI recipe
  3. See consent is requested to use the chatbot on each page load with no info about how to permanently accept

Proposed resolution

Add a link to the privacy settings within the consent widget. This could be a link under the button saying 'Manage privacy settings'?
