Problem/Motivation

We should enable some of the additional opt-in features of GitLab CI to expand test coverage.

Steps to reproduce

Proposed resolution

Enable the following variables in .gitlab-ci.yml:

  RUN_JOB_UPGRADE_STATUS: '1'
  OPT_IN_TEST_NEXT_MINOR: '1'
  OPT_IN_TEST_NEXT_MAJOR: '1'
