Add instruction data to Taxonomy Agent

Problem/Motivation

The assistant fails often when you are asking it to reorder the taxonomy terms on the vocabulary by saying it can't do it. Most likely this is because this is missing as part of the description of what the Taxonomy Agent can or can't do.

Proposed resolution

Add the following to the description of the agent.
and adding, editing or reordering taxonomy terms to vocabularies
