A submission can be locked and unlocked via the notes tab.
/admin/structure/webform/manage/{webform}/submission/{sid}/notes
There is currently a Delete button in the Submission Information section when viewing a webform submission. This includes information about the submission including that is it locked. It would be useful to have a Lock/Unlock button for administrators.
The only way to lock/unlock otherwise is to have a view the bulk updates or view the administration list of submissions that has a lock/unlock toggle.
