Checkbox Click Does Not Copy Effects to All Derivative Image Styles

Problem/Motivation

When clicking the checkbox intended to apply effects to all derivative image styles, the effects are not being copied as expected. This issue prevents derivative image styles from inheriting the desired effects

Steps to reproduce

Create a new responsive image style (e.g., "Article Hero")
Go to Configuration > Media > Image Styles
Edit the default image style ("article_hero_default")
Add a new effect (e.g., "Convert")
Check the "Copy effect to all derivative image styles" checkbox
Save the effect
