Add menu item for admin form

I have already added the configure parameter in info.yml. Do we need to add some menu in config menu as well?

Yes I think we want to change the existing route from '/admin/config/alt_text_setting' to `/admin/config/content/alt-text-validation`

And then we want a menu item "Alt Text Validation" so the menu looks like
- Configuration
- Content authoring
- Alt Text Validation

It would need `parent: system.admin_content`
