Add admin route for admin form

Problem/Motivation

This will start the creation of the UI. It should do the minimum to establish the form

  • establish a route to the admin form, using the admin form permission from ✨ Add permission for administration of the module Active
  • establish the admin form
  • The form should have one checkbox for Enable / Disable all validation. Other than saving this setting, this does not have to actually shut anything down yet. That will come later.
  • The form should be able to save the enabled or disabled setting.

Proposed resolution

There may be times when a site builder may want to disable validation but not uninstall the module, which would cause all the config to get lost. So this should have the ability to shut things down.
