Connect hook help to Readme

I have created MR #4 to connect hook_help to readme. With this MR, I have removed the commented code as well.

Thank you @nidhi27 for your time on this. I added one line to prevent phpstan complaining about calling a static method that the pipeline does not have access to.

I suggest avoiding cleaning up code not related to the topic of the issue. We have a bunch of commented out code that is some cruft from a previous version of a module we are keeping around. However the commented out code you removed needs to go.
