I think if we can't get that merged by EOD on Friday, we'll revert the local task ECA implementation.

Create standalone recipes page for local recipes

added a new Recommended local action to the /admin/modules submenu. The tab points to /admin/modules/browse/recipes. When you click on the Recommended tab, the Browse tab, created by Project Browser, also has "is-active" class. However, in addition to this class, the link on the Browse tab is changed to /admin/modules/browse/recipes as well, so you cannot access full Project Browser UI when you are on the Recommended tab. You need to go to a different URL and then you will be able to access the original link, which is: /admin/modules/browse.
Install Drupal CMS rc2
Go to /admin/modules
Click on the Recommended tab
Try to click on Browse tab to visit the full Project Browser UI (the attempt will fail, because the Browse tab URL has changed and you will still see only a recipes listing)
