https://www.drupal.org/project/drupal/issues/3490222 🐛 Reinstate drupal_common_theme() and deprecate it Active reinstated drupal_common_theme() and got merged into 11.x branch. However 11.1.x branch is missing the commit, therefore drupal_common_theme() is missing in 11.1.0 release causing https://www.drupal.org/project/responsive_preview → to fail.
The commit needs to be cherry picked into 11.1.x branch as well.
