Prompt formats should not be required

Problem/Motivation

If you are producing things like Twig or CSS via the agent, the formats makes little sense, since it is not a structured output as JSON or YAML where an expected format exists.

This should not be needed to be set in the prompt. Currently it gets a warning.

Steps to reproduce

Try to generate CSS via an agent.

Proposed resolution

Remove the loop of formats, if no formats exists.
