Do not allow for the same providers moderation to be used in external moderation

Problem/Motivation

The external moderations module is meant to take care of the case when one provider doesn't have a moderation endpoint, but you still want to run some moderation from another provider.

Its not meant to run the moderation from the own provider, however this is possible to setup and can cause (what I think) is circular dependencies.

Proposed resolution

Make a validation so you can not put a moderation layer from the same provider that its trying to protect.
