I'm not sure if the bug is from the gin theme but css for the form is from the paragraphs.css file from gin theme.
Usually for bug reports we require the steps to reproduce the bug on a newly-installed Drupal site. If you would like to add those to the issue summary it may become clear where this issue belongs.
