The block with icon exists but there has to be a counter for the items inside the cart.
With the cart flyout module installed and with the block cart rendered in a section , we can see that the counter is missing.
Inside the bootstrap bario contrib theme > commerce > commerce-cart-flyout > commerce-cart-flyout-block.html.twig
