Support creating cookie for other user roles beside "Anonymous"

Problem/Motivation

Currently, this module only supports setting the cookie for anonymous users only. We should extend this functionality by adding a setting, where an admin can define, which user roles to apply the cookie on.

Instead of reinventing the wheel, I'd vote to use Visibility conditions API like we for example did in the Posthog module.
