Offering to co-maintain Quicktabs

Hello,

I'm working to update a new project to D11 and this was on the list of needing to update so thought I'd offer to help co-maintain. My typical plan for these

1. Start a new branch for 10.3 || 11 so we can use latest core changes without BC concern.
2. In this modules case I would triage the D7 queue and probably close a bulk as outdated since D7 has a month left.
3. Make sure gitlab pipelines are all green before even a beta release

Currently have about 30+ modules and work actively with core so let me know what you think!
