Blocked user will be logged in persistent_visitor_parameters_user_registration

Problem/Motivation

If the login flow is configured, so that the admin needs to accept users first, before they can access the site (programmatically they are set "blocked" until the admin sets them to "active"), these blocked users will get logged in the database before they become "valid" users.
