[2.x] Hot swap the cookiesjsr library with the cookiesjsr-svelte library for first 2.x release

Alright! Now your part @jfeltkamp to create the required repository and expose the library via jsdelivr and composer!

All done! Update hook executes, hope it also works as expected (invalidating libraries.yml cache).

The last test failure is related to an upstream GitHub bug, I will create a follow-up issue.
