Add possibility for an agent to have settings for

Problem/Motivation

Currently the settings form of the agent is made by the core module, but the agents themselves might have specific settings you want to control.

Proposed resolution

Make the agents implement PluginFormInterface and ConfigurableInterface, but add defaults to the base to not make breaking changes, since most agents wont have settings to start with.
