Recent pipelines are failing because Drupal 9 is tested with PHP 7.4. Admin Toolbar uses trailing commas, only available in PHP8: https://php.watch/versions/8.0/trailing-comma-parameter-use-list

Formalize minimum PHP version 8.0 in composer.json and info file, so Drupal 9 is tested with PHP8.0
