How to show PayPal Express Checkout in cart?

Problem/Motivation

Due to 🐛 Needs to redirect users on UNPROCESSABLE_ENTITY > PAYER_ACTION_REQUIRED - No checkout possible Active we can't use PayPal Checkout for quick checkouts on the /cart page currently.

So as a temporary workaround, we were looking to use PayPal Express and expected to show on the /cart page, but it simply does not appear and doesn't seem to have any related options.

PayPal Express by design makes no sense as regular payment method in the checkout - so where does it show and how can we show it in the cart?
