Change permissions on asking questions to field permissons on content type

Problem/Motivation

If the answer question part has concluded that only one entity or bundle type that is being used as context for the question we should check for the permission "Content/Bundle Type: Administer Fields", since that is the correct way of doing it.

Proposed resolution

* If the context is set to one content type/bundle and that permission exists, check only for this permission, otherwise check for a global permission.
