[2.0.0-beta5] Move ui_patterns_devel to sdc_devel module

Ther is a dependency on ui_patterns_library for the stories and preview. but I think it can be a soft dependency and optional.

So, let's remove all use of stories in the module.

I guess there are only 2:

• test if stories in definition (this test is disabled anyway)
• stories used in component details page

Am i right?

Because 📌 [2.0.0-beta4] New strategy for white/grey/black lists Active is nearly ready, let's wait this ticket to be merged before moving the code.
