Provide the Drush command as bin

Problem/Motivation

In 📌 Test components Active , I used a kernel test to trigger ui_patterns_devel service/controller to scan for components automatically in CI.

But I think it would be better to have a bin available for easier usage in CI without having to code custom PHP Unit code. So it can be more easily splitted into different CI tasks for better modularity without impacting "real" PHPUnit tests.
