When trying to export the entire configuration of my Drupal site, not all changes are included in the exported zip.
I've changed the slogan and email of the site (which should update the configuation file system.site.yml) and activated shield (shield.settings.yml). On the overview page of the site's configuration (/admin/config/development/configuration) I can see these settings being listed as having been changed. However, when I go to export the full configuration and I download the zip, not all changes are included, as the slogan and email changes are missing.
If I try to export a single part of the configuration (/admin/config/development/configuration/single/export) and pick system.site, then the aforementioned changes are included in the exported configuration file without any issue. This problem only appears when I try to export the entire configuration.
system.site.yml is the only example I've noticed that behaves this way but there might be others as well.
Am I missing something, or is this perhaps a bug?

It's likely this issue predates Contrib.social: some issue and comment data are missing.
Changes are made on on 11.x (our main development branch) first, and are then back ported as needed according to the Core change policies → .
Is this reproducible without the Shield module?
Since there hasn't been a follow up going to close out, but if reproducible with just core please reopen.
