Personally I would say sooner the better. D11 wasn't to the wire but was close if I remember

If this was 'how to use ban' I'd agree it should wait - although we could move it to ban module itself if it wasn't already there.
However given it's a recommendation to use a module, that we want to remove, and that also isn't used in Drupal CMS, I think it can just go.
