Add "administer maintainers" permission to an active maintainer

poker10 needs to open an issue on the project to become maintainer, as described on Offering to become a project owner, maintainer, or co-maintainer. → Those issues can only be opened from the person who wants to become maintainer of a project, independently from that person being already a co-maintainer for that project.
