Add type="button" to action buttons

Coming in DSFR version 1.13, buttons that do not submit a form will receive the type="button" attribute:

🐛 fix(button): ajoute le type button par défaut [DS-3828] #1005

We are a little ahead but it's an anomaly that we had identified in numerous project, so i suggest we fix it regardless of the DSFR version
