Problem/Motivation

I attempted to eliminate the use of jQuery in #3482416; however, I believe we should reconsider our approach and reduce reliance on JavaScript.

Proposed resolution

Remove the members_widget_script and members_widget_style libraries.
Use a widget similar to 'Autocomplete (Tags style)' with minimal customization while retaining the existing functionalities: 'Maximum number of thread members,' 'Hide recipient field when the recipient is in the URL,' and 'Allow setting the recipient from a URL parameter.
