Create a setVisibility config action to change a block's visibility

Problem/Motivation

A recipe author may want to change the visibility of a block that exists or the recipe is providing.

We can currently use the following actions on block.block.* config entities, but cannot setVisibility

placeBlockInAdminTheme/placeBlockInDefaultTheme
setRegion
setWeight
