Make action buttons appear in gin theme

Problem/Motivation

When using single content sync with gin theme the action buttons are placed in the action buttons menu which seams very unhandy. They should be placed outside of the action button menu.

Steps to reproduce

Activate single content sync and gin theme and go to import or export page. Now the action buttons are hidden behind the "tree dots" buttons menu.

Proposed resolution

Add "'#gin_action_item' => TRUE," to action buttons

Add patch file which works fine for me
