Handle null/empty workspace

Problem/Motivation

In WorkspaceAwareJobItem:acceptTranslationwe check for a target workspace and execute inside of ::executeInWorkspace. But if that target workspace doesn't exist for some reason, we don't fallback on ::executeOutsideWorkspace. We should do that, otherwise we risk importing into some random workspace if the job item is accepted when someone is accidentally in a workspace while accepting translations.
