Disabled text formats appear in the list of allowed formats in field config

Problem/Motivation

Since 🐛 Disabled text formats can't be seen in the GUI Fixed , disabled text formats appear in field config to be selected as allowed for a formatted text field. Of course, if you choose a disabled format, it doesn't work, but they shouldn't appear at all.

Steps to reproduce

  1. Install Drupal 10.4 or 11.1
  2. Create a text format and disable it
  3. Edit an existing formatted text field
  4. See the disabled format is listed
  5. Select it as the only allowed format
  6. Edit a node of this type and see there is no format selected

Proposed resolution

Only show enabled formats as allowed.
