Duplicates "Add a new file" section in custom forms for file fields

Problem/Motivation

In cases if a custom form with file (in multiple mode) fields not "rebuild" and "refresh", then appears duplicates of "Add a new file" section in forms for file fields. I faced with this with using Multistep Form Framework → module.

Proposed resolution

Will need to fix added files count checking in "FileWidget":

/core/modules/file/src/Plugin/Field/FieldWidget/FileWidget.php
