Create Permissions to limit which reports appear in sidebar

Problem/Motivation

Right now DubBot displays everything in the sidebar. Broken Links, SEO, Spell Check, Accessibility, Web Governance, and Best Practices.
It would be good to have the ability to limit which of these reports appear in the DubBot widget based on user role and permissions set in Drupal.

Add custom permissions to the DubBot module for each of the reports that can appear in the sidebar.

API changes

DubBot team will need to set up the API on their end which will allow us to request what elements appear in the DubBot widget. We will then need to implement the callback to DubBot API that matches the current permissions for the user loading the DubBot widget.
