I do indeed get no Tamper plugin to choose from (using Feeds Tamper):
I think that TamperManager needs a change.
For example, \Drupal\filter\FilterPluginManager in Drupal 11.x has a reference to the attribute class:
use Drupal\filter\Attribute\Filter;
