Cannot update 2 issues

By update form, do you mean the Issue summary text area? I see it on both the issues.

For example, on https://www.drupal.org/project/og/issues/691732 → I see this.

For the same page I see:

The text format was set to Full HTML instead of Filtered HTML, which is now corrected. That should fix this.
